Begging in Malaysia

Begging in Kuala Lumpur. This shouldn't happen in rich Malaysia.

See at the far corner, a lady sitting by the brownish round pillar, she is also begging. To make it worse she has a small child with her (not seen in this picture). They are probably foreigners, but still - how is this allowed?
